My Paypal Limited after I requested a chargeback from my bank

I just noticed that unfortunately my paypal has been limited.
This is because I was scammed on ebay a little while ago and I requested a chargeback from my bank of the money I paid through paypal. Is there a way to bring the account back to normal? How can I solve the problem? Thanks

This is what it say now on my paypal account.

What can I do while my account is limited?

receive or request money
update your account information
link a card
link a bank account
use PayPal logos in your auction listings or on your website


What can't I do while my account is limited?

send money
withdraw money from your account
close your account
add money to your account
remove a card
remove a bank account
send refunds


Then it says :

Don't upload copy of passport! Paypal can check the validity of that if you have wrong name on paypal account!

I wonder why do you ever do a chargeback with a bank if PP can do that for you without any limitations. Now you need to send you ID or the limitation will stay.

I couldn't ask a chargeback from paypal...as the scammer made me pay with the family and friends method..
