Also after creating this thread I did research on the forum and find thread with similar problem like me and one guy filled complaint with financial ombudsman and paypal let money to be withdrawed.
So what I did , I filled complaint to this institution. Will update how this will be going.
P.s. someone else have did this before? | There's a few reasons for the refusal of withdrawal;
1. You are holding a substantial balance, in a currency which is different from your country, which I base on the fact that your flag is Estonia.
2. The financial regulations in Estonia are different to those of the UK, therefore PayPal could be more inclined to refuse a release of funds.
3. Your account activities have indicated a severely high-risk to PayPal and for their protection, it is paramount that your verified identify is on file.
If you are using a stealth account on PayPal UK, ignore the second point, however the other two are still applicable.
Generally, it is not common practice for PayPal to retain funds for more than 6 months, however, due to the amount you mentioned, and any element of risk involved, they may have made an exception on your limitation.
After a quick check over the User Agreement, funds could be donated to a charity, should the account remain unresolved for more than X amount of time, depending on your country and their internal assessment.
