Even if it has all the forms to upload the docs - it does not matter what docs will be uploaded - they all will be rejected and account will be permanently limited. Also, certain PayPal sources say that PayPal policies require all the docs to be collected even if they already decided to limit the account permanently, that is why they ask docs in any case. But it seems the lack of the limitation letter is a clear give away. |

Just documents must be good quality and everything as they request.
Time to time, I got such limitations without any email.
Only noticed that account limited once logged into account.
I just uploaded documents and account was restored..

The only thing that is for sure, that if they want to limit you permanently, they will ask for the documents anyway as per their internal regulations. I send absolutely perfect documents and they limit. This means that they decided about the limitation based on some other things, not the docs. But in most cases, when they wanted to limit me permanently, they never informed about the limitation via email. Just went to the acc and saw standard doc request form, but it didn't matter what I send to them - still a limitation, because in some cases I ignored doc request and sent only tracking info, and boom, limited in a couple of days, and they didn't even check the ID as I didn't send it. |

And from my past experience I can tell you that it is not related at to wether you will be permanently limited. I have been successful in restoring accounts that were limited but without the notification email. It could technical glitch from PayPal. I had even more interesting thing, they sometime restore my account without sending me the email " your account has been restored".
These don't happen frequently but they do occur. |

They then use that info to further blacklist you. | Currently I found out that if you send in docs while the tracking NOT required, and they check your docs, then mark "Photo ID" as "Completed", and send you a request for tracking - this means you will be reinstated once the tracking shows delivery. But if you send ID, and they want tracking WITHOUT marking "Photo ID" as completed - that is a bad sign. |
