The good news is it's a lot easier to diversify with Paypal and eBay.
One thing to do to test if it's your MIFI is use your regular home IP (that's unused of course) on a back up account, just that 1 account and do as you did and see if it gets the same treatment.

one thing i notice also maybe its just me but i have a verizon mifi jetpack and my ip address i always get a new jersey ip address its not the same ip but its the same area in new jersey i hope thats not the case but i don't log into paypal at all until i check what the limitation is?? |
