2 questions about limited paypal

I uploaded passport and a few minutes later it says "complete' whereas the invoice says submitted for review. Does that mean the passport was accepted.

Complete means it is received - not accepted as yet because it still has to be reviewed. Unlikely to be done quickly as this is the weekend.

The other two items says submitted for review, why would this one be different and says complete?

Maybe because it meets guidelines for a "passport-kind of submission" e.g. meets photo standards, etc.
