 PayPal limited me twice for the same thing

So recently I hit the 2500 euro threshold on my "main" stealth PayPal account. The account got limited.
I submitted the docs and added a VCC from a reputable supplier, that I immediately confirmed.
I've waited a week, then I messaged them, and I got thru, they even said they're sorry it took so long, and they lifted my limitation. I got GREEN lights.
All was good, so I thought, but today I received 2300$ from royalties (from a reputable company that hands out millions of dollars monthly in royalties) and I got back to the same point where I was before my previous limitation was lifted.
If I check the notification I can see that they still ask me to "confirm my card" which has already been confirmed.
Has this ever happened to anybody else?
