Restoring the permanently limited account

Hi

I contacted paypal support on Twitter and told them very honestly that I'm Turkish citizen and I opened a USA PayPal account to keep using ebay and make business so from this point on is it possible to restore that account by being honest in everything?

I did open another account from UK. So what shouldn't I do to be detected again. And shall I use it with my ebay which was linked to my old closed PayPal before?

Many posts about this - some people do, many of us don't - think about the "linking" principles...

I changed every details that is Changeable into a different data like my username, email etc... Wouldn't it work?
