Paypal getting limited immediately

Hey guys,


I've created tons of accounts in the past and never had an issue. I tried to create another one last night and it was limited immediately. Paypal is asking for ID, credit or bank info. I don't have an ID that matches the name.

I used a vanilla gift card. I noticed paypal wouldn't accept it. The last account I created was in January 2019. Has anything changed?

I don't understand why I'm getting limited immediately. Please advise.

IP, VCC, address etc
