Yes, it's getting increasingly common for them to request ID when accounts are created. Something has tweaked their suspicion of your legitimacy so they're getting you to verify it before you misuse their service.

It's possible the creation process is fine and you've selected a blacklisted address. Why knows?

My personal take is that if you spook the AI bots this early in the accounts life, then it's already on the radar. Bin it and start again.

The bottom line is that their security technology is progressing faster than stealthers are, this forum is clear evidence that the battle is getting much much tougher for stealthers, not just paypal but any other platform you care to name.
