paypal issue

I couldn't login to my account. It says
---Sorry, we couldn’t confirm it’s you----
I'm using the same PC(device), same windows user, same browser, same cookies.
I didn't remove/add a new phone number, I have only changed my VPN provider.
I didn't use Static IP for the previous VPN.
I think Paypal looks for the IP ranges.
I couldn't have a live chat (message us) option for Paypal because it requires login.
I can't create a new dispute/ticket because it requires login too.
I don't know the type of the phone number associated to this Paypal account but I don't have a physical sim card for the phone number.
What's the issue? How can I solve it?
