Theres no agency that will get involved on your behalf if the acct in question is a stealth acct - since you broke the ToS you agreed to when you signed up to that paypal acct and used stealth info.

since in their TOS they don't clarify which products are considered as "high risk" or "may be involved in illegal activity", then all products are high risk.
