I have also same issue, if you have proof about your money legality, then u can complain about this. Last time paypal reply in my complain and all explain why they don't send email about withdraw.

First write in paypal, and tell me about 180 days and wait reply.
You can write via PM on account, maybe they ask send documents because your account restriction, and you need remove restriction first. But sometimes they don't send email because money they were not obtained in a clean way. Then many often begin to write complaints through the BBB and others. But this doesn't help them, because there they only describe the reason
