I have 2-3 banned accounts prior to this (due to not knowing about the appeals process back then).
My understanding is that it's not the same identity in particular that will get you limited, although if you do anything else to trigger a review (like high volume at the start, spikes, disputes etc), then it will likely be used against you. I'll be honest though, it's almost impossible to avoid those triggers - the things they have limited us for are absurd, each time requiring Executive Office intervention.
If you're going to do it though, at least try and make subtle changes, like swapping your address lines, including/excluding a middle name, and using a different type of ID (e.g. passport instead of license).
