Default Account limited, must I resolve issues to receive funds in 180 days?

I have had a bunch of Paypal accounts limited. It is really unfortunate since the goods I am selling are legitimate. Once paypal limited my first account they seem to limit any other account I set up within a few days. Obviously they are linking them.

I am up to 9 limited accounts now. Anyway - not crying spilt milk, I am just simply moving to a merchant account.

My question is this: When paypal limits my accounts, they ask me to go through all these steps (provide supplier invoices, photo ID, etc. etc. etc.).

I have gone through the process a few times. In a few instances they have closed my account for good and the "resolve limitation" function is no longer there. I assume after 180 days I will simply be able to withdraw the funds.

Now my main questions -

1. If I DO NOT upload the information they want under the "resolve limitations" link (for example, supplier invoices, photo ID etc.), will paypal still release funds after 180 days, or is it necessary that I upload all the information they are asking for first and then wait for an appeal decision?

2. When do the funds become available, 180 days from the original limitation or 180 days after your appeal is decided?

3. Why does Paypal suck so bad for guys like me that are just running a hobby business?

I am in a very similar problem as you... they have limited my account etc.

Anyway....

1. Even if you do not upload anything they MUST give you the funds after 180 days (it's the law)

2. Funds become avaliable 180 days since the account was limited.

3. PayPal doesn't really care about.. at the end of the day people have to sign up to PayPal if they ever want to sign up for eBay.
