need some clarification for the 21 days limit on top of this group
 

As I know, for new accounts, paypal will hold transactions nearly or over $100 for 21 days without saying anything.

I received an email recently saying that paypal will hold every payment until the positive feedback or confirm shipment. And, a pink box in the account says the same thing. Is this the situation that the top post mentioned?

Do I have any chance to remove this limit later?
