2 months later you can't receive because you haven't provided their paperwork.

All PP limited will eventually be blocked from receiving payments - that's the way it goes.

There is no difference - just a matter of time.

Well PP can't refund anyone without the account holders permission. (of course unless there is a dispute) So if you got taken down, and people are still trying to pay for items. Take the money and ship. PP can't touch one red cent to refund them.
