I had a same problem when i receive mail from paypal that amount is available for withdrawal, but when i try to withdraw they want me to verify again my Bank account and CC by sending copies of CC and blah blah blah... so i just left it and move on, i don't have enough on the account just 35$.
They put my account to limitation because one buyer has done charge back and after i resolve the matter they still hold my money for 180 days, and than all verification again.
If you can afford to loose the money than its fine, else you need to work with them to get your money back.
In my opinion most of the account once got limitation its hard to get it normal.
I have read some where that if account remain inactive for long time say 3 years or more, it will get escheatment and goes to state authority, than they will try to contact the appropriate person who is legally eligible for the money.
