I am opening this thread as I am very much frustrated with PayPal's Policy.
I am from Asia and there are certain countries who do not have EMS available from my Country. In that case, I have to send a registered parcel which do not have tracking facility available.
I have lost almost 2k in the previous year because of the same on different occasions but somehow the amount was recovered as buyer's agreed to pay.
But now, recently I got into same problem, I sent item worth 1kUSD to Taiwan where EMS is not available from my regions. Buyer opened a dispute, escalated it and now do not respond to my emails. PayPal made a decision in the buyer's favour and refunded. However I had entered the shipping reciept. But now neither I can appeal nor buyer responds, which I assume that he has got the items and now just dont wanto pay back.
What options do I have now?

You did not get me, I am not asking for the shipping charges, I want to know, I sent the items, paypal refunded, buyer not responding, what can I do now? Its a matter of 1kUSD which is quite an amount here.
And Registered parcels here do not have option for tracking, tracking is only available when items sent through EMS.
There is nothing you can do, I'm sorry to break the news to you. 1KUSD is a lot anywhere.
I don't know about your country's story of "registered" parcel, but registered means it has a tracking. If it doesn't, then it's not registered.
Either way, there's nothing else you can do since the funds have been refunded. PP's seller protection policy is limited in 99% of the countries in the world.
