Paypal 180 days permanent limited Solution

My account was permanent limited long ago and had around $1402 in it, so 180 days has past and now i can withdraw the money, but when i clicked withdraw the only option i have is VISA card or US bank account, i Have Mastercard and dont have US bank account as i am not a citizen. Now what ? Do i gift the money to paypal and sit an cry or is there any solution for my problem.

Anyone know where can i get reloaded VCC VISA to withdraw the money

The problem i used **** name and address , so a plastic visa shall not work

theres many banks that accept debits from stealth paypal accounts, who are you with?
