Same issue here as the other fellow:
A gal was going to send me a few corticosteroid tables for my pets allergies (she is a dog groomer).
I sent her a few dollars with my PayPal account to cover shipping and added the words
"for Prednisolone". She is now 'limited". She wan't actively "selling" a prescription med, but I think that is what they closed her down for,
I NEED to find a way to help her get her ability to pay with PayPAl back so she can remain in business (she depends on eBay for purchasing a lot of her supplies for her dog grooming business)

Here is the message they sent her:
"Hello my name is Becky, I will be happy to assist you with your question
regarding the limitation on your account.
We appreciate your interest in PayPal; however, our decision to leave
your account in a permanent limitation status is final.
