Default Does Gift Card Balance Get Returned After 180 Days?

I have a permanently limited account with $600 in Ebay Gift Card Balance locked to my account after using ebay gift cards to make purchases. Well, my account got limited for suspicious activity and received the "your balances will be available after 180 days" email.

I was wondering if anyone knows what happens to the unused portion of the gift cards locked into my account? I have tried calling and each agent has told me different things ranging from "you lose all of it" to "you will get to use it after 180 days". Anyone have experience with this?

I have $355 ebay gift card balance locked on my permanently limited account, but recently I sent a consumer complaint letter to my Attorney General's office. They accepted my letter and sent a complaint letter to Paypal Executive Escalations office (also I receive a copy of that letter.)

I strongly recommend you to contact your state Attorney General's office. As long as those ebay gift cards have been fully paid for (not stolen), you have right to reclaim it.

Paypal told me that ebay gift card balance is non-refundable, but you can reclaim those balance.

Both of mine legit (personal&premiere) paypal accounts got limited, because "It's been a little while since you used your account. So, we just want to make sure that you authorized some recent transactions."
First mine personal account got limited, and i had to send id. After that they put "temparity hold", because i am still under 18. But I will soon turn 18 and they allowed me to withdraw money. So this account is OK.

I moved to use mine premiere account, wich had ebay gift cards. It "worked" for month, but after i bought tablet from ebay, i got some week later email that even this account got limited, for same reason. But this time there wasn't any steps to remove it.
Called to paypal and they said they will look mine account. Few hours later i got email:
Quote:
We regret to inform you that we are taking steps to close your account.
This measure is necessary to protect against the risk of bad customer experiences and financial losses, in view of certain activity related to your account that we have reason to believe has taken place.

Your right to appeal:

PayPal will always carry out a thorough and routine investigation before closing any account. However, we appreciate that from time to time misunderstandings can happen.
If you have an important query on this matter, and wish to appeal our
decision, you can do so. Please log in to your PayPal account at www.paypal.co.uk and click 'Contact Us' at the bottom of any PayPal page.
And now for these ebay gift cards, i had $76 ebay giftcard balance on that prem limited paypal account. I send again email of it to paypal and got this reply:
Quote:
After reviewing the details of your limitation, I can inform you that
your account will remain permanently limited and you will not be able to
use it in the future. The funds in your balance will be held for 90 or
180 days as specified in our previous email.

If you have any unused eBay coupons, you will not be able to use them
with PayPal. In this case, I advise you to contact eBay to check if you
can receive compensation for the loss of your coupons.
So i send email ebay and now waiting awnser from they. But i have bad feeling of their reply...

But i still wonder what's that risk? I mostly only buy stuff from ebay&dealextreme, and got ~$30 mothly for one "pay-per-download" site and proving "downlading service" for other users. Never got any dispute or etc of these.
