Can I transfer funds from a limited pay-pal account,

to another un-limited pay pal account that I have?

What does that do, just leaving $10?

Will that prevent them from limiting my account? What would be the point of doing that?

Nothing will keep you from getting limited. What works one time, may not work again. What works for one member, may not work for another. They have bots that constantly evaluate risk management and at any given time could limit your account for any reason. It is a lot like life, when your number is up it is up. You can try to jump through their hoops to save it, but in the end it might just be easier to move on to another account.

always be slow and provide pay pal reliability and never see limitation , especially If you got a payment you must wait at least 21 days before withdrawl if you want reduce risk around %60 .
