My limited paypal account is over 18 months and paypal still don't allow withdraw.

Call paypal and ask them what the problem is or email them by logging into your paypal account and click customer service or find the link inside your paypal account and email them.

Did you get the 180 day limitation notice from paypal.. If not they are probably still waiting for you to upload the requested information.. either way call them and ask or email them.
