Can Anyone Add A New Email Address On Permanently Limited Paypal Account?

hi aspkin member,
today i had an issue with my permanently limited paypal account.
i tried to add a new email address, because my previous(and primary) email address is already hacked and i have no access to that email.
but everytime i try to add a new email address it appears :


"We're sorry, you don't have permission to complete this action. For more information, contact the person who controls your account permissions."


anyone have some issue with me?
is that just paypal error system or it's caused because my paypal account is permanently limited?

Permanently limited accounts can not have info changed ( easily).

What's your reason for adding an new email?

i tried this before and it works. i hope it's just paypal's error system
dunno why it appears like that .
i lost my access to my previous email address. the 180 days will be passed 20 days again .
so that i wanna a new email address

Easier to contact paypal then & get them to add the email.

i have already talked to 2 cust services . 2 people said 2 dffrent answers.

the first one said that it's system error.

the second one said that it's because my paypal account is limited permanently.
