Not old enough. You have not build up trust to send from one pp to another pp.

2 months is a new account.

Those who are successful in doing this have accounts a year or several years old with lots of trust built up.

I never had a problem but it is not for big amounts and not often.

i never had a problem too
a new paypal accounts often limit after receive payment . but it rarely limit with small amounts ( $5 - $10 ) , please send money as personal .
