Default PayPal limited 180 days, now for another 45??

OK, so I got limited 180 days ago and I was arguing back and forth with them over the phone, since they wouldn't tell me the exact reasons for why I was limited, only vaguely. I tried to demand speaking to a supervisor but the customer service rep refused to let me speak to a supervisor. He gave me some e-mail address I was supposed to write to, which was useless as I was just receiving robotic generated answers, unrelated to what I was asking.
Anyway they said after 180 days I would be able to access my money they were keeping hostage (about 600 dollars).

So here I am, 180 days later, now they sent me an e-mail saying that they reviewed my account but I have broken their user agreement (how can I when I haven't even been able to use the account?) and they are holding the money for another 45 days, then they will review again. As I see it, this can go on forever. They are just making up excuses to keep my money which I don't see how they are entitled to. Is that really legal?
They also mention in the e-mail I am only entitled to 1 personal account and 1 business, as if I had more, which I don't, because I've only kept one account in that name (which is my real name, btw). Furthermore they also list a variety of other things, and say "you have also broken one of these policies" (but they don't specify which one). Again, how can I break their policy any further than what I had done at the first time they limited the account, when I haven't been able to access it for all that time? They say they will keep the money for 45 days to pay back chargebacks and claims from customers, if there are any, but there are no open cases against me from anybody.
Please tell me what is the best way for me to get my money which they have no legal right to keep. I'm extremely frustrated right now with this crook company which I will never use again once I find a better alternative which I'm currently on the look out for.

I know its a bad situation - and Im just trying to understand a bit - could you have been linked to old account(s) that owed money?

When you made your account with paypal you agreed to their conditions. Many others have been in your situation. They paid no attention to what is called the small print.
They can keep funds for a long as they want.
paypal state they have the right to do what they want with accounts. You appear to have been given vague replies. This is their way of dealing with people. Rarely do they tell the reasons.

Tell me what country paypal you used? Sometimes that can play a part in how they treat users. Is the account in Sweden or somewhere else?

What type of business you were running would also have been part of their reasons to limit. you.
With some more info, we may be able to advise.

Whenever I used PayPal before creating this one, it was thru friends and family members..I didn't literally use their accounts myself, but I would ask them to buy or accept payments on my behalf, so it's impossible they would link my account to an older account. I really have never used an account which ended up with a negative balance.
My account is registered in Sweden,yes. They treat users different depending on what country they're from?
The business I was running was DVD sales, to be exact I was selling off my personal movie collection (movie collector since many years back, so I own thousands of titles). Basically what happened was after doing this business successfully for years, without having a single complaint in regards to the items themselves, I started toward the latter part of 2012 to receive a bunch of claims against me saying I was selling illegal copies (which is untrue, as I hate such myself). What would then happen is that PayPal forced me to refund these users. All these claims started around the same time (all users who filed these claims were from the United States). I believe word got around that I was an easy target getting free products from, and they started this scamming tactic against me. I have several reasons to believe so: 1. they all started around the same time, after not having any such complaints for years of selling, 2. not one time did any of these users write me an e-mail complaining before opening a dispute, 3. they never gave me a chance to reply to the dispute message, they would just open the dispute and then immediately escalate it to a claim, and whenever i tried writing them they ignored my e-mails.
Eventually they would place orders, and file claims before even receiving the item! I tried contacting PayPal about this issue asking what to do, but they wanted me to send in copies of invoices etc. from my suppliers, I tried explaining I had none since I am not a company (never owned a business account in my life) but an invidual selling parts of my collection off. Of course PayPal ignored this. Then all of a sudden PayPal limited my account, which I assume was because of the increased amount of these type of claims against me.
I contacted PayPal again about the funds on my account and the passing of the 180 days, and they said they will put in a note in the case and ask the limitation team when and how I can withdraw them, and that it usually takes between 24-72 hours to get a result from them. What are my hopes of getting a positive response from them?
As far as the limitation itself goes, they said I should write a written letter to PayPal Europe, and they will take my input into consideration if I appeal the decision. If they did remove the limitation for some miraculous reason, my funds would automatically become available to me. Does anyone know if the ever do appeal limitation decisions in a situation like mine? I feel so frustrated since all this is so unfair.

So you have these claims against you for "illegal" DVD copies (accusations I mean). It could be that PP is really trying to make sure that it is protected from future chargebacks and such. What is the amount in the pp account that you are expecting?

Your case is very peculiar since most people have no problems in 180 days so just trying to consider all the factors.

Good news, they released the funds. I wrote the customer service again and explained the situation once more, and this time I guess I got someone nice because they forwarded my issue to the limitation team and they released the funds so I could now withdraw the money. The account stays limited though, but I was expecting that.

Nice that you got it resolved - time to work with stealth. Yes the account will remain dead - do NOT reuse the info
