Likely the hotel wi-fi has been used for pp before ...maybe even nefariously. I wouldnt risk my accounts with ANY public FREE IP.

Usually it takes 24h for pp to complete transfer which it then shows completed even though you don't see the money yet in your bank account.
Once it shows completed, pp has no way to reverse it. Otherwise, you would see your money back to pp immediately after your account got hit.
