Can't send money

I got i US stealth account but whenever i tried to send money this message will appear is there any setting i can off to make this message disappear ? will it works if i add US virtual phone number to it to receive the text? if so what phone you recommended to use so i can receive the SMS from paypal?

1 more thing i can only send maximum $5 if $6 it will error can't process the request anyone can help me? thanks for the help :D

Status of paypal - verified with bank account? confirmed with credit card?

You got linked or something and they are checking to make sure you have access and can claim the account.

Lots of missing info.

How old is the account?
How much were you trying to send?
When did the money come into the account?

I just can not and do not understand why paypal accounts get made by overseas users without everything being in order.

Because paypal is smart and make it seem so easy.

I want to build a webpage a simulator that you sign up just like paypal but it tells you when you do something wrong.

Maybe they detected that your phone number registeted with them is '8'.
This would have raised flags with them. You could get round this by adding a valid number maybe a virtual US number as suggested by yourself.

I believe they whited out the rest of the number other then the 8 which is a smart thing to do.

any US number that can receive SMS i can use? and will paypal let me transfer the money after add phone number and verify the code?
