paypal works in all countries, I realise now why i was limited, i made a mistake with the postcode, hence it asked me for a utility bill

Anyway first transaction less than 50Eur would probably be safer in my eyes for a future reference

I usually take $200-300 payments on new Paypal accounts in various countries and no problems

Lithuania paypal account and USA VCC master 90 percent goes limited, asking for a proof of address..

think its something particular to Lithuania, some national laws etc. Anyway one can always get creative with utility bills

When usually you start to list with new account, created with vcc?

I think paypal looks more negatively to virtual credit cards, because when i registered with my credit card they let me list for a first minutes, and even vero items, and EVEN FOR A WEEK :)) With a vcc they just give me a mc999 and that`s it. With my real credit card first time they just removed one vero item and INFORMED me by email to do not do that in the future :) Love it

I usually wait 2-4 weeks while bidding and browsing
