Strange type of PayPal limitation

I found this forum via the search engine. I presume this is the place with most knowledge on the web about PayPal limitations, due to the vast experience of it's members.
In short:
My company does not trade via eBay - we are a file storage and backup solution. As such we are are requested to provide details which will aid in pre-approval of our service in the PayPal system.
We have been with them for many years and when we started using their services back in the days, there were no such requirements in their TOS (The have been amended at later stage).
In the years that we have worked with them, we have have employed the best business practises and have been very clear that we are not one of these "file hosts" that are involved in copyright schemes, or even adult content.
Now we've received a request to fill a form with a number of questions from various nature, which purpose seems to be for PayPal to better understand our business model. For this reason our account has been limited. This is fine and we've already submitted detailed answers to every question.
Strangely enough,
I logged in the company's PayPal account today to find out that while it has been limited, they allow us to do all the things that could be done with it - send, receive, withdraw. Except to close it.
While this is of vital importance to us, since we do all our payments to various data centers in both US & EU via PayPal, it has gotten me puzzled. I normally hear that companies/people can not withdraw/send money when they are limited. This seems not to be the case with us.
So my question is if anyone has experienced such type of limitation, and if yes, what should it mean to us? Will we be able to make payments to our service providers this month when the invoices due dates come, and what outcome should we expect. Also, in what realistic timeframe should we expect them to review the submitted answers and get back to us?
