Paypal business account locked
My business partner had his business paypal account locked, he asked me to post the question here. Any advice from experienced users appreciated

Around 5 years ago I opened a legit business paypal account. At the time I didn’t need it so its been sitting there the whole time. 2 months ago I decided to start using the account. I gave my paypal email address to my customers so that they could send me payment. Or I would send an invoice to their email address. I only had 2 disputes in the whole 2 months which have since been resolved. A few days ago I received an email from paypal:
“We noticed some changes in your business which require further investigation.
To allow time to work together on this, we've temporarily limited what you can do with your account until you provide the information below and take the actions listed.
- Proof of shipping
- Business model information:
o Goods or service offered
o What is you order fulfilment time frame?
o Website, online shop, ebay ID or platform where you advertise your products.
o Business formation date
o Reason for the increase in payments
o Reason for the increase in complaints or disputes
o Expected monthly payment volume for the next 6 months
o Do you post from inventory or drop ship?
- Invoices for the items sold”
Under the “proof of shipping”, They list about 6 different transaction IDs. I am not able to provide any of the documents they require and I cannot provide any proof of shipping. I sent them an email stating this and they have asked that I call them up.
What are they likely to ask me on the phone?
Why has this happened in the first place?
If I cannot provide the documents, do they still have to return the money to me?
