My account is limited and my sister's account too

I have a PP account, it is from Egypt and for the past years we couldn't receive money on Egyptian PP accounts, So I used my sister's PP account which is USA account and fully legit and SSN verified..
Last week I made a mistake and I created a new PP account with same info of my Egyptian one, and yes I got limited on both accounts, The thing is they also limited my sister's account, I don't know why they linked them as we are totally two different persons..
I called the Egyptian PP support and it has dead end, they blocked me for multiple users and I accepts this..
but what can my sister do, I used her account for getting paid for some services and I was logging to it from here own computer via teamviewer, the only mistake we did is I added to here account another email to use it on my invoices and after I got the payment I removed this email and used it on my Egyptian account, I know this is stupid move but I need advice what can she tells the PP support to get her account back if possible,
Can she claims that I used her account without her permission?
will PP agents believe this?
