It can work IF there was no cases, claims, chargbacks etc..

If you have had any issues then no it does not work.

I know someone who works at attorney generals. They can't do anything about your situation.

They will most likely refer you or just send a generic response to PayPal and PayPal could careless what they have to say. In order for the attorney generals to take action on something like this they need ALOT of people filing the same case. There's really nothing they can do but be used as "imitidation" but again PayPal could careless.

Taking Paypal to the court will go to nowhere. They have their own policy and you must follow it.

its, been 180 days over, My they still holding my $800 and, and they gave me $25,000 negative balance for non-compliance with Paypal Acceptable Users Policy , AUP .

If you want to take risk send them your 1200$ and ask to return it back

to any other paypal account. Other wise wait for 180 days.

How can that be? They make it negative only if your customer opened disputes...

ABout your issue... $25000??? In negative? Your buyers must have opened a trememndous amount of claims... you need to worry about this rather than the $800.

DO NOT refund the buyer. There is no way to guarantee they will repay. At least this way you are guaranteed the money you just have to wait the 180 days. I have posted below option for getting the funds out after the 180 days.

As for a negative balance of $25,000 it is not some random charge paypal decided to fine you it is because you had complaints opened and/or chargebacks and that is very serious. Because with that amount of money paypal will definitely investigate and make it a priority to find the owner of the account. A few hundred even a thousand they may overlook and see as not worth pursuing but 25k thats serious. You need to look into that matter further and see what complaints you can solve, provide proof of shipment and confirmed delivery, provide invoices and contact information of suppliers if they are complaining about what was received,

As for getting the funds now, what documents is paypal asking for? Is it possible to get this information and send in? you can try to continue to send something over and over in hopes of them lifting the limitation. (on one thread I read a person in China kept sending a picture of a dog over and over when they asked for more information and after awhile the limitation was removed, possible that an automated system is reviewing the documents and not a human) Worse thing that can happen already did its limited so doesnt hurt to try.

And as for getting the funds after waiting the 180 days if you do not have a bank account attached to it (if you do keep the bank account alive till you are able to withdraw funds to it) is as follows.

I have posted this response to similar threads but it applies. There is more help and information on the similar threads as well so just take a look.


If your accounts are currently limited but still in the 180 day period I would add a bank account or a prepaid card with a billing address that you have access to NOW. do it now before the 180 days is up otherwise it is difficult to do so after the 180 days.

I have had this trouble as recently I had some funds eligible for withdrawal on several paypal accounts. What I did was add a prepaid card with my shipping address(one I have access to) as the billing address, enter whatever address you want the check to be mailed to as the billing address for the card. Go to wallet and add it, it may give you an error saying they can not process it at this time, some sort of error.

Just keep entering it and resubmitting it, keep clicking the button over and over again until it says complete and confirms the card added. IT WORKS, just have to be patient and reclick.

IMPORTANT! When you make the billing address in the Address line section, you can enter PAY TO THE ORDER OF and then your name, or ATT and your name.

That way even though the check that is mailed to you will have the stealth name on the check it will have your name on it as well. I have cashed MANY checks this way at the ATM with no problems. Trick is just to have your name in the billing address some where.

Once you have added your prepaid card to your wallet, go ahead and request a withdrawal by check. It should allow you to choose the shipping address which would be the billing address you just added with the new prepaid card.

and there you go. In a few days or weeks you will get a check in the mail to the address you chose with your name on the check, sign it and deposit it into your bank account by way of ATM.
