Trace the IP address of your VPS and see where it shows up. It might be that the address is not associated with the U.S. Or, it could be other things. The IP is the most obvious, but there are other things that could be causing a problem for you as well.

What are you using for a credit card? Are you using real US addresses for the account? By that I just mean addresses that actually EXIST, not that you need to have access to the address.

PayPal does not like VPS's in general, so using Amazon might not be the best idea. PayPal most likely has a list of Amazon's IP ranges and they are probably matching against it. You need to find a smaller provider that is off the radar.

jeff is right, amazon vps might be overused, and already flagged in paypal database, so you need to look for a low-key provider.

Definitely Amazon VPS is the culprit.

Avoid Amazon VPS - and verify the pp accounts prior to use on eB

Yes exactly, I have same problem, ebays ok, but all PayPals getting limited right away, with no reason, I do them really well, with new IP, new info, all confirned, etc, I think that's theire new policy, to limit all new accounts, they just became very strict after they split with ebay.

Scammers abuse Amazon's VPS. Paypal knows this... Move on to a less popular VPS/VPN provider and never share it on this forum.

The thing you should consider is how frequently you log in to the paypal account, also if you use a different browser or clear cookies. Do so to a new paypal account usually leads to a limit of some sort.

Not really, for me the EB bots are the main problem, as well as dumb reps barely speaking English.

Not really true - are you using different user accounts? Limitation right away is usually through some cookie linking or something too close
