nope, opened in 2006... basic details changed 3 months ago, so nope not under 10 days..
whats funny though is that its previously been able to make a payment without any issues..
Am stumped tbh..

I get this mostly with new accounts.
It depends on multiple parameters (not only one):
1 - Age of the account // How much your account is trusted
2 - How fast are you using your funds that you are receiving
3 - Who are you sending it to (if you're sending it to another less trusted account), then risks are high

It's not only about sending $10 instead of $100
I noticed many times that if it's declining to send this $100 to x, I try to send it to Y (a much more trusted account - like company purchase), and it will work.
Of course this only happens to newer accounts.

Same problem arise to me for a month
i have wait 3 days to send money
i dont know can we found any permenant solution for that..?

i have solved this issue by adding a new VCC. :)

i have the same issue in past,every time when i was trying to send money it was not going through,especially when i was trying to pay big invoices or sending money like $2000.00 plus,then one day i called PayPal & they told me while i m using different IP every time that's the reason & every time it showing red flag on my account,so that person setup my account as something called PayPal business,& put in the notes that i m traveling a lot for business & have to use my PayPal account on my mobile app & that;s why i have a lot different IP address,
so long story short call them & see if this thing click (if you are changing your IP address every time)

What country is your PayPal?

How much money are you talking about?

Age of the PayPal?

I have same problem ,
IE account age 6 months
active using last 2 months
I receive 900 eur
try make a payment 300 after 24h and it went
but after 48h I try send again money and it show that I cant send payment right now
and they limit it also the same day
