Unauthorized charge? Doesn't Make sense.
 
The buyer open a dispute that the charge was unauthorized.

But how can a charge be unauthorized if he logged in his Paypal account and Sent the payment himself??

PayPal will throw it out pretty quickly if the payment was sent from his recognised browser, user account etc.

Unfortunately however, if the buyer is aware of this they may have changed their IP, browser and user account and this way the unauthorised charged will likely get through.

The above true of course, assuming it genuinely isn't an unauthorised charge from a compromised account.

So you trying to say that he made it look like his Paypal was hacked.
But Paypal should be smart enough to know those are old tricks...

So whats the most logical way to countermeasure this?

It's a virtual goods there is no tracking number.

But the buyer claimed the charge is unauthorized, not that he didn't receive the item.

So according to research this type of charge back is very difficult to win.

Tracking offers you absolutely no protection in terms of winning the case against the buyer in the instance of an unauthorised claim. Tracking may result in PayPal refunding the buyer and also allowing you the keep the funds, however. But there's absolutely no guarantee, especially as the buyer has now stated the item is intangible.

If the transaction was fraudulent, or the buyer was a scammer who used methods I highlighted previously, PayPal has a duty to refund them unfortunately as they cannot prove beyond reasonable doubt that the transaction wasn't fraudulent.

If the buyer is trying to pull a fast one and hasn't gone to lengths to cover up what he's doing, then PayPal will see through it and throw the claim out citing there is no evidence that the transaction was indeed unauthorised.

This is of the reasons why I stopped selling visual goods way to many scammers.
even if its a "Virtual item" I send a card with tracking number - then if there is chargeback 3 or months later paypal eats it (and you get you money) when you give them the tracking number showing the item was delivered.
