Can't refund with held money
 

Had 60 GBP at my PayPal. One of the buyers opened a refund request, 50 GBP went into HOLD. Okay, want to refund, no problems. Clicking on "Refund", but it says "Not enough money". What to do? Is it like I need to have FREE amount of requested refund money available to issue a refund and get moneys unlocked instantly? Seems illogical!

Its a bit annoying isn't it

If you phone PayPal they can manually do it

Why we need to call them for refund?
is there any way to refund the money from limited paypal without call

Actually I've found out that if an eBay case is opened, it can be refunded without problems in such situation, but if it is a PP case - does not work and requires calling in or double balance available.

as JamesNorth said .call PP they will do it ... it happened to me before , i called PP .agent on phone open my account for few minitues to enable me do it then he closed it again OR he can do it by himself .....
