Ok, I know for a while I was having to do the same but in my case they wanted me to phone verify before withdrawing.

I'm using VMWare. Running 10 accounts here none of them has the same issue.

Did you manage to fix this? I've been withdrawing just fine for a number of months, and managed to withdraw just 2 days prior and have been met with this message all day.

Try to withdraw the same amount as you did last time, then add it up slowly. I had no issue when I withdraw 60, but if I tried to withdraw 100, this messages pops out. So I back to 60, and slowly add up 10$ every time, now I can withdraw 100$ without any problem.

Have the same problem, is any way to fix it?
Call to PayPal do not change anything, they tell me all is ok with the account.
Do not want to call them second time :o)
