Explain this "You must add funds to your PayPal account before sending more money"

So recently i won a dispute that 1 thief was trying to chargeback but 4 days later (now) i still unable to do make any payments ($1-$1000000000000000000000000000).. someone know how to solve this problem?
i always get this message "You must add funds to your PayPal account before sending more money" :rip:

What country is the paypal account from?
How old is it?
Is it fully verified?

Have you checked that the disputed money is off hold/held on your paypal account?

Sounds clear enough... you don't have enough money there, or its on hold or something... when you added money does it work?
