Explain this "You must add funds to your PayPal account before sending more money"

So recently i won a dispute that 1 thief was trying to chargeback but 4 days later (now) i still unable to do make any payments ($1-$1000000000000000000000000000).. someone know how to solve this problem?
i always get this message "You must add funds to your PayPal account before sending more money"

How old is it?
Is it fully verified?

Have you checked that the disputed money is off hold/held on your paypal account?

Sounds clear enough... you don't have enough money there, or its on hold or something... when you added money does it work?
