Original limitation opened jan 19, 2017. Still have not been able to withdrawal funds to get the money back. really need it for bills

180 days from limitation would be 18th July 2017.

And it can take a few extra days after that from my experience.
No way around it. Youll get an email from paypal when the time comes and they are ready to release those funds.

You need to wait for the full 180 days to pass

Even after then it can be another week or 2

You will need to find another source for money until funds are eligible - sadly nothing much more can be done
