Dude, walk into a Walgreens. Buy a piece of gum or whatever and tell them you want cash back. After you pay, the cashier will hand you the amount you selected at the register. Pretty easy.
You don't need these elaborate solutions.

They usually refund in the form of payment used, card to card, cash to cash. buy with a card, you don't get a cash refund back.

Just buy an item from Walgreens and take it back, whether it be at the same location or a different one. The price of the item can even be higher than the amount of the card. They'll give you the money back in bills if you ask for it.
Either that or use the money to pay some bills or gas if you have a car. It's really simple.

credit card. Does Visa Vanilla still works for pp?

It could also be because of other factors adding onto that, such as VPN use, age of account, category of item sold, name on account or even just the amount of the sale.

There are prepaid cards other than Vanilla available. Walmart for one, they're everywhere. They also sell several different brands, including Vanilla, so be careful.

Thanks for the clarification. So my understanding is that while vanillas work to pay your seller fees directly on ebay, they don't work to verify your PayPal for withdrawal limits? (use a non-vanilla card for that?)
Also, would this card work? It had the Walmart brand logo, and no mention of vanilla anywhere on the card.

Dont complicate things. If you are worried about one prepaid card, stop using and go to another... Real debit and credit cards are best anyways. I dont see what all the fuss is about.
