can't send money from PP
 

it's a USA fully verified PP ( Phone isn't verified though )
I have VBA and VCC.
I have around 100$ in it
but I can't send even 5$ from it, it gives me a " paypal can't send money right now "...

It's a very very young account so that could be the problem.
How can I send the money out?
Do I have to verify phone?

Lots of factors to why it wont send.

How long ago was the account made? Dd you confirm the card with the 4-digit code? Is the person/company you're sending it to legit? How much are you originally trying to spend? How many times have you attempted to send the money in it within the past day? Give it about another day before trying again or else you'll risk the account being limited.

Also, try a different browser with no addons attached, like a bare InPrivate (wont store cookies) Microsoft Edge or bare incognito/private Chrome/Firefox with mobile user agent (so that paypal thinks you're using a mobile device).

How old is the account and have you ever linked a real bank account?

Are you trying to send the funds via G&S or F&F?

That is exactly the problem along with the fact that you probably only just received the funds.

Patience is required. Wait several days and try again.

trying to send the money as F&F.
Account is around a week old.

I'm also using a VPN, maybe that's the problem?

All of those things are the problem (although the VPN does depend on who you are using as a VPN provider)
