Explanation? The guy is full of $hit.
If ebay/Paypal used fingerprinting we'd all know it by now and we'd all adjust.

Maybe they use it but only use it for hackers/scammers. When you are big as PayPal you need to always have a few Aces of Spades. Why? If Hackers know VPN/Proxies is a big no no , then they will use Virtual Machine on innocent people machines for examples (infected computers), or they will simply learn how to overpass paypal security.

They fraud system can say your MACHINE is ok. I remember when i setup my first 10 accounts ... i got a few limits 2-3 weeks later on. even for 5$ payments.

Anti FRAUD can be one thing and ANTI Stealth another deal. Just my 2 cents.

So the guy being vice president of paypal doesnt make him full of $hit? Actually I dont think theres a better criteria to qualify for exactly that! lol
Like I said - all indications point to them NOT using fingerprinting. We would have heard about it by now. I say this as a seller of accounts who deals with enough people who buy multiple accounts for their business.

I agree with Slokor. This guy is liklely full of $hit, for sure.

Both PayPal and eBay have been well known for spouting a lot of (mis)information for years. You can take what they say with a grain of salt.

Think about this: If it were really true they could track you with 100% certainty, then why does stealth work as well as it does?

paypal does just like underwriters they do risk weight
fingerprinting machine is only one part of the puzzle
they build bridges and those bridges only handle so much weight before they fall into the hands of manual reviewers

Maybe this person means devices other than PC with web browser.. apps. Apps give all all your device's information where as PC does not.

Internet Fingerprinting is a very real thing, Jeff Weico, I think, wrote a bit about this a year or two ago... whatever happened to him, he was really sharp...

Apps are notorious for pillaging your system like vikings raiding a defenseless village, they take everything of value and leave smoking ruins behind.

As far as machine ID, I don't think they can get that without an app being resident on your machine.

Fingerprinting they can get anytime you connect.

When Paypal speaks of "Machine ID" they likely really mean a MOBILE DEVICE. I'd be 99% certain the PP app accesses various datas from the device such as IMEI, SERIAL#, or other unique ID's from it.

"Machine ID" could mean anything. As the VP of Paypal, he can only provide very vague answers without revealing how their fraud detection works in details. Personally, I'd take this as a tiny grain of salt.

Bingo. That will always remain constant, even when you delete/reinstall the app. It's easily accessible to developers

Yep, and there are apps to block/spoof identifiable components of your mobile device, INCLUDING your IMEI number. Many ways to circumvent their security.

Ok. If they can easy track IMEIs how came it is so easy to use PayPal by using Virtual Android cell phones on your windows machine? Those ISO have the same IMEI, and some hackers could have used them before you right?

If you don't use the PP or EB app, there's no problem.
