To be clear, they can't "steal" it, because of the rules of business, stock value, etc.... but they CAN (and do) write the rules in their favor, and they can "freeze" it. Which means take it away from you, and keep it pending you providing this or that, according to their rules. Same thing as keeping it, but it's not "stealing" and it's always accounted for somehow.
So it never goes missing, or just taken away without reason (or excuse) but they CAN and DO take it. It's just a little more complicated and technical than "stealing" it.
But make no mistake, they are no more your friends than someone who WOULD outright steal it. I called in years ago after a problem (not my fault or doing) that got my account limited, and offered everything they wanted and asked for in the interest of resolving the issue, and they just collected the info and held it against me, with no interest in solving the problem or returning my money. If it weren't for Aspkin, the sting of being robbed and loosing the opportunity to use Fleabay would have been permanent.
