Can I login with my VPN (fresh and dedicated) to my legit paypal (another country)?

Just to be clear, what site were you on when using your VPN? eBay?
How are you managing your cookies? Are you using more than one profile or using the same browser all the time?

I am using one browser in one profile.

Using a VPN is generally not an issue so as long as the VPN provider you are using is not banned by either EB/PP. Some of the free ones are so heavily used, thus not recommended.

You must of course keep each EB/PP that are linked per browser/account profile to prevent cookie cross contamination/linking.

VPN from IPburger.com is recommended.

And yes, you should be safe from using it.

BTW, if you can read up on the stealth guide, it'll help you in a lot more ways, specially you are already spending some money on VPN and such.
