i mean,if i delete the account and make new one with same names,address phone etc will its will work?

links to previously used accounts shall be avoided as much as possible.

"deleting" does nothing. It just removes it from the front end that you can see, but on the backend (PP's side) any information you give them is pretty much there forever.

If you take a look you'll see that one of the things you CANNOT do when your account is limited is close it. So you couldn't even get started with such a plan.

Only in very extreme circumstances such as the limited account is limited due to the owner of it not being 18 when first opening it. There are other example but I can't recall any at the moment
