2. better if it is the same

Those with experience used google.

These are what you need to do:

Look at the PayPal for each country. Check their conditions.

See what they say about a bank account.

Check what you will do for an address.

Check out how you will have internet access. Look for quality not cheap.

I decide to create stealth PayPal from Philippine for receiving Internet Income,
I want to verify it with VCC
for withdrawing,I want to send money from my PayPal to my friend legal PayPal and he give me cash,

No need. But that's a risky method of cashing out your funds. You and your friend might get limited. :peace:
