No date in the messages and they never email me a damn thing.

Fair enough - I haven't had this limitation message on UK PP so I'll chalk it up to your experience - sounded odd, is all
OP is correct. I've had this exact email sent for a few accounts that became limited quite early as I was experimenting with different methods, although I did go through the procedure to get them all unfrozen. No date in the email of when they sent the phantom original email asking for 'additional information' because they don't send an email asking for additional information first, they're full of s***. And I am referring to UK Paypal.

Nothing in the email looks phishy to me. The email was generated by a script and the script failed to load the date of the "previous email", most likely because there was no "previous email." This is just a generic limitation message. No way it could be a phishing email and your accounts are really being limited at the same time as the email goes out.

It's further because you had a previous soft limit. Usually Bc you didn't provide a EIN etc.
