I'm sure it's a country thing, but what am I missing? Is it harder to generate tracking numbers there? I generated the 5 they asked for on my account and was back up and running in under 12 hours.

Im not selling items by shipping.
If you are selling adverts or photo you dont need to ship anything

Granted that's true. But will they know if you're supposed to ship? Meaning why cant you just ship something/anything? You need to provide proof of shipping on something that cant be shipped, it appears they aren't seeing that so what's wrong with just shipping a thank you note? If asked then you shipped documentation on the ads or photos they bought. PayPal wants tracking numbers - so supply them? PayPal isnt going to know or care what's in the package, just that you're shipping what you're selling. Your account is lost as you dont want to call them so what does it hurt to try?

A thanks letter is just an excuse as to why they received something in the mail instead of an empty package. You dont care what's in the package, all you need is that little tracking number.

How many tracking numbers is PayPal asking for? Go to the store, buy that many thank you cards, buy some tissue paper and get some boxes. Write "Just a little Thank you for your business" on the cards, present them nicely in the box, take the boxes and ship them to their addresses and upload the tracking numbers to PayPal.

You now have the tracking numbers PayPal needs. You now have packages that will actually show delivered to the correct location. And you sent something that wont raise suspision with your customers.

The only way this wont work is - as I've stated before - you're getting friends and family payments and you dont have the address.

All of that should cost less than the reward you're offering.

I cant explain it any clearer. It's exactly what I do when I need to show tracking numbers that I dont have.

And what's the issue? Seems clear to be done - keep in mind that even if you do all this stuff for pp, you may still be denied reinstatement - PP is known to do this...

I think i will not fix this problem
